The Trump administration is convening officials from roughly 65 countries on Thursday to build an international coalition against violent far-left extremist groups, which it argues have become a leading transnational terrorism threat.
Secretary of State Marco Rubio will host representatives from foreign delegations for discussions focused on expanding intelligence sharing, law enforcement cooperation, and other efforts to counter what officials describe as an increasingly transnational network of violent far-left organizations.
Administration officials said the ministerial concludes an eight-month diplomatic effort to persuade foreign governments that such networks pose a growing cross-border threat requiring coordinated international response.
The initiative arrives as some analysts and foreign officials question whether violent far-left groups constitute a cohesive international terrorism threat comparable to Islamist extremist organizations. Others warn that governments could exploit such frameworks to target political opponents under the pretext of counterterrorism.
Administration officials rejected those concerns, arguing the effort targets criminal and terrorist violence rather than political belief. A senior State Department official stated that the United States does not seek to police ideology, but that legal thresholds are crossed when violence occurs.
Officials contend that governments spent the past two decades focused on jihadist terrorism while underestimating a resurgence of politically motivated cross-border violence from far-left networks. The official noted that many partners had not tracked such trends since the 1970s and have reported rising assassination plots.
Recent attacks in Europe were cited as evidence of the need for cooperation. On July 1, coordinated firebomb attacks on the homes of members of Greece's governing New Democracy party in Thessaloniki killed a parliamentary candidate's mother and injured four others; three suspects were later arrested.
In January, an arson attack on a Berlin power transmission facility cut electricity to tens of thousands of homes and businesses. German authorities transferred the investigation to the federal prosecutor over suspected terrorist involvement.
The meeting builds on actions taken since late 2025, including the designation of four foreign far-left organizations as Foreign Terrorist Organizations and Specially Designated Global Terrorists. A reward of up to $10 million was offered for information disrupting their financial networks.
Rubio is expected to argue that far-left extremist groups increasingly operate across borders, sharing tactics and exploiting international conflicts to recruit, making government cooperation essential to disruption.
Treasury Secretary Scott Bessent and White House Deputy Chief of Staff Stephen Miller are also expected to address the ministerial. Sessions will cover the global threat landscape, terrorist financing, intelligence sharing, and critical infrastructure protection.
Officials said several governments approached the United States seeking to join after recognizing similar domestic trends. The senior official confirmed that countries have reached out to participate in the initiative.
The four designated organizations were Antifa Ost, the Informal Anarchist Federation/International Revolutionary Front, Armed Proletarian Justice, and Revolutionary Class Self-Defense. Officials say the groups operate in Germany, Italy, and Greece and have coordinated violent attacks across national borders.
