A 30‑year‑old man identified as Tsegaab Binessu has been charged with three counts of murder following a shooting at a St. Paul apartment complex.
The victims were 25‑year‑old Nansi Fuentes Zambrano, 56‑year‑old Dena Silcox and 43‑year‑old Adam Wilwerding, all employees of the apartment complex.
According to court documents, Binessu, an Ethiopian national who recently quit a trucking job, sought to cancel a $65‑per‑month parking garage contract after deciding to pursue a Navy enlistment.
When the leasing office informed him that the contract could not be terminated after renewal, he warned that he would appear in person to discuss the matter.
Surveillance footage captured Binessu entering the office, removing his shirt, drawing a firearm and firing six rounds at each of two staff members before the camera view was lost.
The recording then captured a scream followed by additional gunshots; investigators recovered 21 spent shell casings from the scene.
Binesse was apprehended later that night while driving Zambrano’s vehicle.
During police questioning, the suspect attributed his actions to perceived failures of the “American system,” alleging personal and institutional racism and blaming the country for his divorce and difficulties bringing family members to the United States.
County officials described the incident as shocking, expressing condolences to the victims’ families and affirming a commitment to pursue justice.
Binessu faces up to 40 years in prison for each murder count and is scheduled to appear in court on Wednesday.
