The ruling stems from a months-long legal challenge initiated after the former President attempted to federalize National Guard units from multiple states – including California and Texas – and dispatch them to the city amidst ongoing protests.

The initial move followed a temporary restraining order issued by Judge Immergut, halting the deployment of Oregon National Guard troops specifically. A subsequent attempt by a three-judge panel to overturn that order was itself temporarily blocked by the Ninth Circuit Court of Appeals.
