For nearly two years, between January 2024 and October 2025, Phippard and Madeley allegedly operated as key figures within an organized crime group specializing in illegal gaming and betting. Their operation preyed on individuals wagering on illicit online platforms.

Victims, facing losses on these illegal websites, weren’t simply left with debt. They were subjected to a terrifying escalation – demands for repayment in large sums of cash, backed by explicit threats of violence. The former officers allegedly used intimidation to enforce these debts.

The timeline reveals a shocking overlap. While still a serving constable, Madeley was allegedly collaborating with Phippard in this criminal enterprise, betraying the trust placed in him by the public and his colleagues.
