The transport network vehicle service sector has been notified that certificates of public convenience no longer require renewal. Under the latest circular, qualifying franchises automatically convert into authority to operate certificates, eliminating the need for additional applications.
This automatic conversion covers all certificates that were valid at the time the circular took effect, including those for vehicles powered by non‑internal combustion engine technologies.
Operators who wish to receive a formal copy of the new authority can submit a manifestation to the legal division or the regional office. No filing fee is charged for this request or for the issuance of the converted certificate.
Certain certificates are excluded from the conversion. Those that had already expired, been cancelled, revoked, suspended, or otherwise invalidated before the circular’s effectivity are not covered.
The measure is part of a broader effort to streamline administrative procedures for public utility operators and to enhance the ease of doing business in the transportation sector.
