During a national address on Thursday, President Trump referenced a coordinated voter registration scheme in Muskegon, Michigan, that surfaced during the 2020 election and was later suppressed from public scrutiny.
The case centered on GBI Strategies, a left-wing organization with operations across multiple states. In Muskegon, the group attempted to register up to 10,000 voters in a city of roughly 30,000 residents.
Internal police records documented the irregularities, yet no prosecutions followed. Michigan's attorney general referred the matter to the FBI, where it stalled inside the federal bureaucracy.
A released federal document shows an FBI case agent objected to closing the investigation in November 2021. The agent cited the Justice Department's own election-crimes manual, noting that submitting false voter-registration data can be prosecutable even without proof of cast fraudulent ballots.
The agent wrote explicitly that he was "not really comfortable closing the case at this point without raising these issues." A November 3, 2021 email from the Public Integrity Section confirmed an agreement "not to seek prosecution" despite those concerns.
The objection was not isolated. A four-year case timeline records the agent emailing supervisors with concerns on November 11, 2021, followed by continued internal discussions through early 2022.
A full field investigation was not authorized until February 2023, more than two years after the initial referral. The case then continued for several additional years.
The investigation was formally closed on September 25, 2025. The closure document stated that logical leads were exhausted and no criminal violation had been identified, with a redacted assistant U.S. attorney concurring.
The timeline reveals at least three distinct closure or declination stages: an initial recommendation in November 2021, a declination notice in July 2024, and final closure in September 2025. At one point in late 2024, the U.S. Attorney's office was reportedly reconsidering prosecution.
Local records indicate that 65% of the registrations GBI Strategies submitted to the Muskegon clerk were fraudulent. The pattern of delayed decisions and repeated reconsideration prevented resolution of the allegations.
The Muskegon case is not unique. Similar left-aligned voter registration groups have been identified as operating in multiple states, raising broader questions about oversight of third-party registration drives.
