The council’s case rests on the fact that her address was visible on the envelope, discovered next to already overflowing communal bins. Loretta insists she would “never intentionally” leave rubbish exposed, believing she was doing the right thing by placing it with other cardboard already piled beside the full containers. It was a momentary decision, born of a desire to avoid littering.
The financial burden of the fine is immense for Loretta, who says she simply cannot afford to pay. “I don’t have that money to give,” she explained, “I can’t afford getting into debt to pay it, and I don’t want to get a mark on my record.” The irony isn’t lost on her – a nurse, dedicated to caring for others, now facing a penalty exceeding that of a speeding ticket.
Loretta believes the council mistakenly assumed she was responsible for all the cardboard surrounding the bins, a problem that frequently plagues the shared waste disposal area serving approximately 25 properties.
