Loretta insists she would “never intentionally” leave rubbish exposed, believing she was doing the right thing by placing it with other cardboard already piled beside the full containers. The financial burden of the fine is immense for Loretta, who says she simply cannot afford to pay. “I don’t have that money to give,” she explained, “I can’t afford getting into debt to pay it, and I don’t want to get a mark on my record.” The irony isn’t lost on her – a nurse, dedicated to caring for others, now facing a penalty exceeding that of a speeding ticket.
