New Yorkers Received $2.6 Billion in Welfare Cash Payments Last Year

New York City distributed more than $2.6 billion in cash assistance to residents in 2025, reaching a record 864,999 people. The total marks a 30-year high not seen since before major welfare reforms were enacted in the early 2000s.

The $2.6 billion figure represents a 71% increase from the $1.57 billion allocated in 2022. When combined with federal nutrition assistance, the city paid out more than $7 billion in welfare support to residents in 2024.

The surge in assistance spending coincides with growing concern among high-income residents over the city's policy climate. Several wealthy individuals have signaled plans to leave, citing what they describe as an environment hostile to business and investment.

A prominent hedge fund executive publicly criticized city leadership after a proposed tax on luxury second homes named him directly. The measure targets properties valued above $5 million owned by individuals who do not live in the city full-time.

The executive called the targeted announcement inappropriate and dangerous. He said the public identification of his residence put him at personal risk and described the approach as unsettling.

The newly approved city budget allocates $14.63 billion to the agency responsible for welfare and social services. That amount equals roughly 14% of the city's total $126 billion operating budget.

The 2026 social services allocation exceeds the prior year's figure by more than $2.6 billion. Spending on assistance programs has continued to climb under the current administration, continuing a trend established by earlier city governments.
