The European Council President António Costa affirmed the EU's commitment to a rules‑based international order during an interview with reporters.

Costa criticized the United States and Israel for launching an attack on Iran without informing allies, expressing concern about the war's impact on the international order, humanitarian outcomes, and energy costs. He also condemned Iran's attacks on neighboring countries.
He urged the EU to prepare for potential talks with Russia, noting that such discussions may occur in the future but not immediately. The EU should not interfere with ongoing peace efforts in Ukraine.
Ahead of the EU leaders' meeting, Costa called on the Hungarian Prime Minister to lift the blockade of the €90 billion loan for Ukraine, labeling the stance as unacceptable. He reminded that all member states had approved the loan in December.

He criticized the Ukrainian president for publicly addressing the Hungarian leader in an improper manner. Such remarks are unacceptable even in emotional moments.
Costa emphasized that enlargement remains a priority, but new members must implement reforms first. He said the enlargement process should be managed creatively, maintaining criteria while acting with urgency.
