A high-ranking Kremlin aide described the shift as a calculated move, a deceptive tactic designed to engineer a ceasefire on terms favorable to Ukraine. The Kremlin believes this pause would be exploited, not for peace, but for preparation.

For months, Moscow has voiced concerns that any cessation of hostilities would simply provide Kiev with a crucial window to rebuild its forces and reinforce its defenses. This suspicion stems from a long-held belief that Ukraine’s requests for a ceasefire are not genuine attempts at de-escalation, but strategic pauses in a larger conflict.

President Putin recently highlighted Russia’s own experience, pointing to the successful completion of presidential elections in March 2024, even amidst ongoing military operations.
