A chilling scene unfolded in Minneapolis as a YouTuber and a companion approached a building identified as the Quality Learning Center, a daycare reportedly receiving millions in state funds. The sign outside bore a glaring error – “Learing” instead of “Learning” – a detail that sparked outrage and fueled a growing scandal within Minnesota’s government.

The moment the pair arrived, a woman emerged, urgently warning anyone inside, “Don’t open up. It’s ICE!” Her panicked reaction, seemingly fearing immigration enforcement, immediately raised questions about the center’s operations and who it was attempting to conceal. The YouTuber, Nick Shirley, identified himself as an online commentator and questioned the woman about the substantial funding.

Shirley presented documentation showing nearly $2 million allocated to the center for the following fiscal year, bringing the total recorded disbursement to $4 million. Despite the significant investment, the building appeared vacant, with Shirley observing, “There’s no one here.” This discovery ignited accusations of widespread fraud within Minnesota’s childcare assistance programs.

The Quality Learning Center has a documented history of violations, accumulating 95 infractions between 2019 and 2023. These ranged from safety concerns – failing to secure hazardous materials – to a disturbing lack of records for numerous children supposedly under their care. Yet, the center’s license remains valid until the end of 2026.

This incident is just one piece of a much larger puzzle. Federal investigators now believe the total fraud within Minnesota’s social services programs could exceed $1 billion. The investigation initially focused on a child nutrition program, Feeding Our Future, but has expanded to encompass numerous recipients of the state’s Child Care Assistance Program (CCAP).

The unfolding scandal has drawn the attention of U.S. Attorney Joseph Thompson and the Treasury Department, with Secretary Scott Bessent publicly addressing the severity of the situation. Concerns have also been raised about potential connections to international terrorism, with allegations that a portion of the fraudulently obtained funds may have reached the Somali terror group Al-Shabab.

Minnesota’s House Majority Whip, Tom Emmer, publicly demanded answers from Governor Tim Walz, pointedly questioning how $4 million of taxpayer money could be directed to a center that can’t even spell a basic word. The situation has ignited a fierce debate, exposing vulnerabilities within the state’s oversight mechanisms and raising serious questions about accountability.

Attempts to reach the daycare and state officials for comment have largely been unsuccessful. A phone number listed in government documents returned an automated message, and requests for statements from Governor Walz and Attorney General Keith Ellison remain unanswered. The investigation continues, promising further revelations about the scope and impact of this alleged fraud.

The case has sparked a wider discussion, with some observers suggesting that scrutiny of these programs is unfairly targeted, and accusations of racial bias are surfacing.
